You don't see many competition schemes hold onto this much heavy concrete by the time the contractor finishes value-engineering the edge. We traded away half our interior finish budget on a steep Fribourg site just to keep the poured plinth from getting value-engineered into precast panels. Once you lose that real mass at the ground plane, the whole building never quite sits right.
